Background of Dr. Liping Cai

 

 Liping Cai,  Dr. of TCM and Acupuncturist of the Harmony Traditional Chinese Medicine & Acupuncture Clinic, comes from a family of doctors. His grandfather’s brother, Cai Qiao, a well-known physiologist of the world, was the President of the Medical College for the Chinese Army. His father, Cai Ji-yuan, is a renowned specialist in neurosurgery, as well as the President of  Sun Yat-sen University of Medical Sciences in Guangzhou, PRC. Li Ying, his mother, is a well-known professor of pathology in China. Mo Gan-ming, his  father-in-law, was a famous psychiatrist of the world.

 

 

Brought up in such a family environment, Dr. Cai developed an interest in medicine at an early age. He began studying traditional Chinese medicine (TCM) on his own in 1969.

 

In 1973, Dr. Cai began his apprenticeship with the well-known TCM doctors Lei Ren-shen and Lin Hanming to study the treatment of TCM gynecology and traumatic injury.

In 1974, Dr. Cai enrolled in a two-year TCM course at the Guangzhou School of Health, where he learnt to treated patients suffering injuries from falls, fractures, contusions and strains. On completion of his formal training, he started independent work in acupuncture and TCM traumatic injury treatment.

 

When the Chinese education system resumed the national college entrance examination in 1977, after 10 years of the Cultural Revolution, Dr. Cai was among those who passed the highly competitive screening process to begin a five-year training for a bachelor’s degree in TCM and modern medicine at  Guangzhou University of Traditional Chinese Medicine. Through hard work and training with some of the well-known TCM doctors, Dr. Cai graduated with outstanding results in 1982. He then became doctor-in-charge at the TCM/Acupuncture Department of the No. 1 Attached Hospital of Sun Yat-sen University of Medical Sciences.

 

Dr. Cai immigrated to Canada in 1990, and served as resident doctor at herbal shops in Chinatowns in Toronto and Vancouver for many years. His knowledge and professional skills have earned him many satisfied patients and a good reputation. He was among the first group of 68 acupuncturists to receive a license from the BC Ministry of Health in December 1999.

 

Dr. Cai has also been involved in imparting his knowledge and skills to new practitioners of TCM and acupuncture. He was a lecturer at the TCM and Acupuncture Training Center for Overseas Students at Sun Yat-Sen University of Medical Sciences, where he had personally trained more than 30 university students from different countries.

 

Since coming to Canada, Dr. Cai has taught TCM and acupuncture at the Vancouver Community College, the Academy of Classical Oriental Sciences and the European University of Sino-Byology. He is also one of the founders of the Vancouver Guangzhou TCM Acupuncture College, and serves as its vice president and professor.

 

Dr. Cai is active in community service. He has served at various times as secretary general, president and chief executive of United TCM Acupuncturists Association of British Columbia, and council member and medical consultant of the Chiu Chow Benevolent Association of BC. Now he is the Vice President of Canada Anti-Cancer Rehabilitation Association and Permanent Honorary President of United TCM Acupuncturists Association of British Columbia.

 

Dr. Cai has actively pushed for the legal status of TCM and acupuncture in BC. In 1996, he was appointed by the BC government and the Ministry of Health of BC as professional board member of College of Acupuncturists of BC. He was also the Vice President of the Registration Committee of CABC.

 

Dr. Cai has effectively treated patients with gynecological disorders, sport injury, traumatic injury, sinusitis, optic atrophy and addictions with drugs and tobacco.

蔡理平1982年在廣州中醫藥大學本科班畢業，82年-90年在中山醫科大學中醫針灸科工作，任主治醫師及外國留學生培訓導師。

 

   弘扬祖国医学，服务社会民众。

90年移民加拿大，在多倫多、溫哥華開診多年。20年來，在華僑之聲、加拿大中文電台、新時代電視台, 城市電視台及OMNI電視台被邀為嘉賓，主持 “妙手神針”、 “養生之道”、 “摩登神農”及 “健康大本營”等中醫药防治常见病的普及教育節目，并在<明報>、<星島日報>与<健康時報>等中醫專欄發表几十篇介紹中醫、針灸及食療的文章，深受听眾、讀者的歡迎。2005年在中医针灸管理局和加拿大防癌协会合办的有加,中,港,澳洲等地专家学者参与的 “中西荟萃,携手抗癌” 大型学术交流上主讲《針灸防治癌症的近況綜述》及《癌症患者的飲食療法及宜忌》。

 

 蔡醫師在工作之余，熱心社會工作，先后擔任卑詩省中醫針灸師聯會秘書長、會長、總監及注册中醫針灸師公會副會長；廣州中醫藥大學同學會副會長；中山醫科大學同學會理事；潮州會館理事及醫學顧問；<世界中醫骨傷科雜志>加拿大編委，世界中医联合会耳鼻喉口腔专业分会理事。

         蔡理平積极參与推動中醫針灸專業在卑詩省的立法工作，九六年至九九年被卑詩省政府及省衛生廳委任為中醫針灸管理局專業委員，并擔任針灸管理局財務委员會主席、注册委员會副主席，參与卑詩省中醫針灸憲章及執業標准的起草及審定，對祖國醫學在海外的發揚光大作出重要貢獻。獲中山醫科大學美西同學會頒予 “中醫藥杰出成就獎”。

        對于蔡醫師的事跡，當地報刊曾作過多次的報道：<星島日報>在 “焦點人物”專欄以<擔任卑詩針灸師管理局委员，蔡理平為同業爭取專業地位>為題作了整版的介紹；<明報.星期六周刊>的“卑詩省城中話題”專欄也作了大篇幅的報道。

       英國倫敦BBC廣播電台的華語節目也曾對蔡醫師作了專訪報道。 

发揮中醫优势，促进中外中医学术交流。

蔡醫師曾在中山醫科大學擔任外國留學生中醫針灸培訓講師，先后帶教了几十名來自英國、德國、荷兰、美國、加拿大及非洲的醫科大學學生學習中醫針灸。到加拿大后，先后在溫哥華社區學院VCC，東方古典科學院，歐州中醫大學教授中醫針灸，并參加創辦溫哥華廣州中醫針灸學院，擔任副校長及教授。現任PCU中醫學院顧問委员會委員。
